Housing - Rural housing improvement
55HH - Local public works in the rural New Territories

Members are invited to recommend to Finance Committee -

  1. the upgrading of part of 55HH, entitled "Local public works in the rural New Territories: 1997-98 Programme", to Category A at an estimated cost of $28.7 million in money-of-the-day prices; and
  2. the retention of the remainder of 55HH in Category B.


PROBLEM

Some less-developed areas in the New Territories lack basic amenities and infrastructure. There is a need to improve the rural environment in these areas.

PROPOSAL

2. The Director of Home Affairs, with the support of the Secretary for Home Affairs, proposes to upgrade part of 55HH to Category A at an estimated cost of $28.7 million in money-of-the-day (MOD) prices for the implementation of the 1997-98 local public works programme.

PROJECT SCOPE AND NATURE

3. The scope of 55HH covers the following types of projects in the rural New Territories -

  1. footpaths, minor roads, bridges, and car parks;
  2. water pipelines, irrigation channels and standpipes;
  3. stream embankments, drainage systems, seawalls and piers; and
  4. playgrounds and playground equipment, village squares, rain shelters and parks.

4. Details of the proposed works are at Enclosure I.

JUSTIFICATION

5. With the rapid increase in population in the New Territories and the consequent urbanization in areas around new towns, we consider it necessary to improve the quality of life in the less-developed areas. The local public works programme aims at upgrading the living environment in the less-developed areas through the provision of small and localized improvement works referred to in paragraph 3 above. The Director of Home Affairs is responsible for implementing and monitoring the programme. Having regard to the views of the local district boards and rural committees and the Heung Yee Kuk, we propose to carry out the works in the locations specified at Enclosure I in 1997-98.

FINANCIAL IMPLICATIONS

6. We estimate the capital cost of the 1997-98 programme of works to be $28.7 million in MOD prices (see paragraph 7 below), made up as follows -

8. We have derived the MOD estimate on the basis of the Government's forecasts of trend labour and construction prices for the period 1997 to 2000. We will tender the local public works under fixed-price lump-sum contracts because most of the projects are comparatively simple, minor civil works. The scope of these works are well-defined and they can be completed within a short time.

9. We estimate the annually recurrent cost to be $0.9 million at December 1995 prices.

PUBLIC CONSULTATION

10. We consulted eight NT District Boards between September and December 1996. All indicated their support or had no objection to the proposed projects. Details of the District Board consultations are at Enclosure II.

ENVIRONMENTAL IMPLICATIONS

11. Local public works items are small scale improvement works, each costing less than $2 million. They will improve the rural environment after implementation. For short term impacts during construction, we will implement standard environmental pollution control measures under the relevant contracts to mitigate noise, dust and site run-off impacts.

LAND ACQUISITION

12. Land acquisition and clearance is not required for works proposed for inclusion in the programme.

BACKGROUND INFORMATION

13. In an effort to improve the rural environment in the New Territories, the Rural Planning and Improvement Strategy (RPIS) Monitoring Group recommended in 1990 to implement a second five-year rural improvement programme for the period from 1992-93 to 1996-97. Consequently we included 21HH in Category B in March 1992 for the implementation of local public works (LPW) and urban fringe improvement (UFI) projects. We upgrade the works under the programme to Category A on an annual basis. We revised the scope of 21HH in January 1994 to only cover LPW projects in the rural New Territories; with UFI projects subsumed under the other RPIS minor items. Following a review in early 1995, we decided that there is a need for the programme to continue beyond 1996-97. Consequently we included 55HH in Category B in May 1996 for the implementation of LPW projects from 1997-98 onwards, tentatively up to 2000-01.

14. The Director of Home Affairs took over the responsibility for the administration and co-ordination of minor RPIS projects from the Director of Territory Development in October 1994.

15. We have scheduled the works in the 1997-98 programme to start in June 1997 for completion in March 2000.
