The Secretary for Constitutional Affairs moved amendments to subclauses 3 and 6 of clause 4, subclause 3 of clause 6 and the addition of subclause 4 to clause 6 and addressed the Committee.

The Chairman stated that the Secretary for Constitutional Affairs had given notice to propose the addition of subclause 7 to clause 4 and Mr Andrew WONG had also given notice to propose the addition of subclause 4 to clause 9, which were related. She proposed that the proposals of the Secretary for Constitutional Affairs and Mr Andrew WONG be debated together in a joint debate. There being no dissenting voice, the Chairman ordered that the proposals of the Secretary for Constitutional Affairs and Mr Andrew WONG be debated together.

Mr Andrew WONG moved the addition of subclause 4 to clause 9 and addressed the Committee.

The Chairman invited the Secretary for Constitutional Affairs to speak on Mr Andrew WONG's motion as well as his own proposal. She added, however, that the Secretary for Constitutional Affairs might not move his proposed amendment unless Mr Andrew WONG's amendment was not agreed.

The Secretary for Constitutional Affairs spoke on the motion as well as his own proposed amendment.

Question on the addition of subclause 4 to clause 9 moved by Mr Andrew WONG put. As the Chairman could not judge from the voice votes whether the "ayes" had it or the "noes" had it, she ordered the Committee to divide under Rule 47(4) of the Rules of Procedure.

The Chairman announced that there were 24 votes for the amendment, 17 votes against it and 11 abstentions. (Voting record in Appendix I.) She declared that the amendment was agreed.

Dr LEONG Che-hung rose to move the following motion without notice:

That in the event of further divisions being claimed in respect of the remaining motions to be moved at the Committee Stage of the Legislative Council Bill at this meeting, Rule 47(4) of the Rules of Procedure be suspended so that the Chairman may order that the Committee do proceed to each of such divisions immediately after the division bell has been rung for one minute.

She proposed that the proposals of Mr CHAN Choi-hi and Dr C H LEONG be debated together in a joint debate as they were related. There being no dissenting voice, the Chairman ordered that the proposals of Mr CHAN Choi-hi and Dr C H LEONG be debated together.

The President announced that Prof NG Ching-fai and Ms CHOY So-yuk had given notice to withdraw their motions on "Developing Hong Kong's high value-added industries" and "Formulating comprehensive policies on information technology" respectively.
