ITEM FOR FINANCE COMMITTEE
RECOMMENDATIONS OF THE ESTABLISHMENT SUBCOMMITTEE
At the Enclosure is a summary of the recommendations of the Establishment Subcommittee (ESC).
2. Agenda items EC(97-98)17 to 19 were recommended by ESC at its meeting on 2 September 1997. The relevant papers have previously been forwarded to all Members for consideration and are therefore not enclosed.
3. Members are invited to approve the ESC recommendations.
4. The up-to-date position of the establishment of directorate posts in the civil service is as follows -

VARIOUS HEADS OF EXPENDITURE

To recommend to Finance Committee the delegation of authority to Controlling Officers to create supernumerary posts, to be held against permanent posts of a lower pay scale, to enable a maximum of 12 staff of the Architectural Services Department, who have become surplus to requirement following the revamping of the Military Group of the department, to take up alternative employment within the civil service.

To recommend to Finance Committee, in the context of setting up the new Chief Executive ' s Office, the following -
Chief Executive ' s Office
the non-civil service appointment of a Senior Special Assistant to the Chief Executive at the equivalent of D2, with effect from 1 September 1997 until the end of tenure of service of the incumbent Chief Executive; and
Information Services Department
the creation of the following permanent post with effect from 12 September 1997 to assist in the formulation of public relations strategies for the Chief Executive -
