I.Election of Chairman and Deputy Chairman

The Clerk invited members to nominate a member to preside the election of the chairman. Mr Kennedy WONG was elected and took the chair.

2.Members noted that a member who was the chairman or deputy chairman of a Government advisory body relevant to the Home Affairs Panel listed in Appendix I to PLC Paper No. CB(2)56 and of another Provisional Legislative Council Panel should not be the Chairman or Deputy Chairman of the Panel.

3.Mr Kennedy WONG called for nominations for the chairmanship. Mrs Peggy LAM was nominated by Mr WONG Siu-yee and seconded by Mr LO Suk-ching and she accepted the nomination. There being no other nomination, Mr Kennedy WONG declared Mrs Peggy LAM elected as Chairman of the Panel.

4.Mrs Peggy LAM took the chair and called for nominations for deputy chairmanship. Mr LO Suk-ching was nominated by Mr LAU Kong-wah and seconded by Mr WONG Siu-yee and Mr WONG Ying-ho and he accepted the nomination. There being no other nomination, Mrs Peggy LAM declared Mr LO Suk-ching elected as Deputy Chairman of the Panel.

II.Schedule of meetings for the session

5.Members agreed that regular meetings of the Panel would be held on the third Monday of each month at 10:45 am in Conference Room A of the Legislative Council Building.

III.Items for discussion at the next and future meetings

6.Members noted the terms of reference of the Panel at Appendix II to PLC Paper No. CB(2) 56 and the list of suggested items for discussion tabled at the meeting (Appendix A to the minutes). It was agreed that the next meeting would be held on 25 August 1997 at 8:30 am to discuss the following -

Briefing by the Secretary for Home Affairs on the policy objectives of the Home Affairs Bureau, especially those relating to youth and women matters, district administration (including funding for District Boards), and the promotion of civic education in Basic Law.

7.Members agreed to include the following in the list of discussion items for future meetings -

  1. Implementation of new election rules for rural elections.

  2. Integration of new immigrants from China into the community.

  3. Problems in building management and maintenance in relation to owners ' corporations.

8.The meeting ended at 5:15 pm.
