I.Election of Chairman and Deputy Chairman

The Clerk invited members to nominate a member to preside the election of the chairman. Mr MA Fung-kwok was elected and took the chair.

2.Members noted that a member who was the chairman or deputy chairman of a Government advisory body relevant to the Information Policy Panel listed in Appendix I to PLC Paper No. CB(2)55 and of another Provisional Legislative Council Panel should not be the Chairman or Deputy Chairman of the Panel.

3.Mr MA Fung-kwok called for nominations for the chairmanship. Ms CHOY So-yuk was nominated by Dr Hon Charles YEUNG Chun-kam and seconded by Mr WONG Siu-yee and she accepted the nomination. There being no other nomination, Mr MA Fung-kwok declared Ms CHOY So-yuk elected as Chairman of the Panel. Ms CHOY So-yuk took the chair.

4.There was no valid nomination for the deputy chairmanship.

II.Schedule of meetings for the session

5.Members agreed that regular meetings of the Panel would be held on the fourth Friday of each month at 8:30 am in Conference Room B of the Legislative Council Building.

III.Item for discussion at the next and future meetings

6.Members agreed that the Secretary for Home Affairs, who was the corresponding Secretary for the Panel, would be invited to brief members on the policy objectives of the Administration with regard to the terms of reference of the Panel at the next meeting to be held on 22 August 1997.

7.Members noted that in the 1996-97 legislative session, the Legislative Council (LegCo) Panel on Information Policy had held six meetings to discuss the development of information superhighway and Internet in Hong Kong. As recommended by that Panel, the chairman of the LegCo House Committee had written to the Administration urging for the setting up of a high level committee on the subject. The correspondence between the LegCo and Administration was tabled at the meeting (Appendix I). The Chairman said that whether this subject and other items proposed by members would be included in the agendas for future meetings would be discussed at the next meeting. In this connection, the Clerk was requested to circulate the summary of discussion items of the LegCo Panel on Information Policy for the 1996-97 session for members ' reference.
