I.Election of Chairman and Deputy Chairman

(Appendix I to PLC Paper No. CB(1)61 - List of government advisory bodies relevant to the Panel)

Hon LEE Kai-ming was elected as the presiding member for the meeting for election of Chairman of the Panel. Members were reminded that in accordance with Rules of Procedure 77(6), members who were chairmen or deputy chairmen of government advisory bodies relevant to the Panel on Manpower would not be eligible to stand for election.

2.Hon LEE Kai-ming invited nominations for the Chairman.

Hon CHAN Kam-lam was nominated by Hon CHAN Wing Chan and seconded by Hon CHENG Yiu-tong. Hon CHAN Kam-lam accepted the nomination.

3.There being no other nomination, Hon CHAN Kam-lam was declared as Chairman of the Panel.

4.Hon CHAN Kam-lam took over the chair of the meeting.

5.Hon CHAN Kam-lam invited nominations for the Deputy Chairman. Hon Mrs Sophie LEUNG Lau Yau-fun was nominated by Hon HO Sai-chu and seconded by Hon Mrs Peggy LAM. Hon Mrs Sophie LEUNG Lau Yau-fun accepted the nomination.

6.There being no other nomination, Hon Mrs LEUNG LAU Yau-fun was declared as Deputy Chairman of the Panel.

II.Schedule of meetings for the session

7.Members agreed that future meetings of the Panel would be held on the fourth Monday of every month at 2:30 p.m.

(Post meeting note : Members were informed of the schedule of regular Panel meetings up to December 1997 vide PLC Paper No. CB(1)71.)

III.Items for discussion at the next meeting

8.Members considered the issues outstanding and agreed to hold a special meeting on 19 August 1997 at 10:45 a.m. to follow-up the suspension of the legislation in the Legislative Provisions (Suspension of Operation) Ordinance 1997 (the Ordinance). The Administration would be requested to brief the Panel on deliberations of the Labour Advisory Board relating to the Ordinance and its review of the three labour-related ordinances under the Ordinance.

9.Members agreed that the first regular meeting would be held on 25 August 1997, at 2:30 pm. The agenda for the meeting would be decided in due course.

10.Members also agreed that the employment conditions of live-in domestic helpers and the regulation of working hours be discussed at the Panel meeting(s) when the Administration's respective reviews were finalised. The Panel also put down the following items for deliberation at future meetings :

  1. Review of the Supplementary Labour Scheme; (proposed by Hon LEE Kai-ming) and

  2. Importation of construction workers to meet the expected increase in housing production (proposed by Hon Miss CHAN Yuen-han).

11.The meeting ended at 11:20 a.m.
