I.Election of Chairman and Deputy Chairman

(Appendix I to PLC Paper No. CB(1)60 - List of government advisory bodies relevant to the Panel)

Hon HO Sai-chu was elected as the presiding member for the meeting for election of Chairman of the Panel. Members were reminded that in accordance with Rules of Procedure 77(6), members who were chairmen or deputy chairmen of government advisory bodies relevant to the Panel on Trade and Industry would not be eligible to stand for election.

2.Hon HO Sai-chu invited nominations for the Chairman. Hon NGAI Shiu-kit was nominated by Hon NG Ching-fai and seconded by Hon Henry WU. Hon NGAI Shiu-kit accepted the nomination.

3.There being no other nomination, Hon NGAI Shiu-kit was declared as Chairman of the Panel.

4.Hon NGAI Shiu-kit took over the chair of the meeting.

5.Hon NGAI Shiu-kit invited nominations for the Deputy Chairman. Dr Hon Charles YEUNG Chun-kam was nominated by Dr Hon Philip WONG Yu-hong and seconded by Hon Henry WU. Dr Hon Charles YEUNG Chun-kam accepted the nomination.

6.Hon NG Leung-sing was nominated by Hon Mrs Sophie LEUNG LAU Yau-fun and was seconded by Hon NG Ching-fai. Hon NG Leung-sing declined acceptance of the nomination.

7.There being no other nomination, Dr Hon Charles YEUNG Chun-kam was declared as Deputy Chairman of the Panel.

II.Schedule of meetings for the session

8.Members agreed that future meetings of the Panel would be held on the second Monday of each month at 10:45 am. Members noted that meeting dates for January 1998 and onwards would be decided nearer the time.

9.Members agreed to invite the Administration to brief the Panel on the policy objectives and work of the Trade and Industry Bureau at its first meeting on 8 September 1997.

Referring to the list of items for discussion outstanding from the former LegCo Panel on Trade and Industry which was tabled at the meeting, members agreed to add the following items for discussion within the session -

  1. enforcement against piracy activities after enactment of the Copyright Ordinance; and

  2. policy and measures to assist in development of industries in Hong Kong, including the progress of establishment of the Science Park.

10.The Deputy Chairman drew members ' attention to a report compiled by the Massachusetts Institute of Technology Industrial Performance Centre on the long-term industrial development prospects for Hong Kong. The Panel would decide at a later stage on the need to discuss the report.

11.There being no other business, the meeting ended at 3:50 pm.
