55HH - Local Public Works in the rural New Territories


    Members are invited to recommend to Finance Committee -

  1. the upgrading of part of 55HH, entitled "Local public works in the rural New Territories: 1998-99 Supplementary Programme", to Category A at an estimated cost of $29.8 million in money-of-the-day prices; and
  2. the retention of the remainder of 55HH in Category B.
PROBLEM

Some of the less-developed areas in the New Territories lack basic amenities and infrastructure. There is a need to improve the rural environment in these areas.

PROPOSAL

2. The Director of Home Affairs (DHA), with the support of the Secretary for Home Affairs, proposes to upgrade part of 55HH to Category A at an estimated cost of $29.8 million in money-of-the-day (MOD) prices to implement the local public works 1998-99 supplementary programme.

PROJECT SCOPE AND NATURE

3. The scope of 55HH covers the following types of projects in the rural New Territories -

  1. footpaths, minor roads, bridges and car parks;

  2. water pipelines, irrigation channels and standpipes;

  3. stream embankments, drainage systems, seawalls and piers; and

  4. playgrounds and playground equipment, village squares, rain shelters and parks.

4. Details of the proposed works are at Enclosure I.

JUSTIFICATION

5. With the rapid increase in population in the New Territories and the consequent urbanization in areas around new towns, we consider it necessary to improve the quality of life in the less-developed areas. The local public works programme aims at upgrading the living environment in these areas through the small and localized improvement works referred to in paragraph 3 above. The Director of Home Affairs is responsible for implementing and monitoring the programme. We implement improvement projects every year under the local public works programme in the rural New Territories, where the cost of each works item does not exceed $2 million.

6. The Finance Committee approved the 1998-99 programme for local public works on 27 February 1998. For the benefit of the economy, we plan to advance some additional district-based environmental improvement projects for implementation under the 1998-99 Local Public Works programme. These are projects which require little planning and design and can be implemented quickly. Having regard to the views of the local provisional district boards, we propose to carry out the works in the locations specified at Enclosure I.

FINANCIAL IMPLICATIONS

7. We estimate the total capital cost of the additional works items in 1998-99 at $29.8 million in MOD prices (see paragraph 8 below), made up as follows -

Due to insufficient in-house resources, DHA proposes to employ temporary staff to supervise the project. A breakdown by man months of the estimate for temporary staff cost is at Enclosure II.

9. We have derived the MOD estimate on the basis of the Government's forecast of trend labour and construction prices for the period 1998 to 2000. We will tender the local public works under fixed-price lump-sum contracts because most of the projects are comparatively simple, minor civil works. The scope of these works is well-defined and they can be completed within a short time.

10. We estimate the annually recurrent expenditure to be $1.17 million at December 1997 prices.

PUBLIC CONSULTATION

11. We consulted seven NT Provisional District Boards between August and September 1998. All indicated their support to the proposed projects. Details of the consultations with the relevant Provisional District Boards are at Enclosure III.

ENVIRONMENTAL IMPLICATIONS

12. The local public works programme consists of small scale works in rural areas and in general, their implementation will improve the rural environment. As they are minor projects, there will be no environmental impacts during operation. For short-term impact during construction, we will implement environmental pollution control measures under the relevant works contracts to mitigate noise, dust and site run-off impacts.

LAND ACQUISITION

13. No land acquisition or clearance is required for the works proposed under this programme.

BACKGROUND INFORMATION

14. After the completion of the rural improvement programme for the five-year period from 1987-88 to 1991-92, the Rural Planning and Improvement Strategy (RPIS) Monitoring Group recommended in 1990 to implement a second five-year rural improvement programme for the period from 1992-93 to 1996-97 in order to continue the effort to improve the rural environment in the New Territories. Consequently we included 21HH in Category B in March 1992 for the implementation of local public works (LPW) and urban fringe improvement (UFI) projects. We upgrade the works under the programme to Category A on an annual basis. We revised the scope of 21HH in January 1994 to cover LPW projects only; with UFI projects subsumed under the other RPIS Minor Works project items. Following a review in early 1995, we decided that there was a need for the programme to continue beyond 1996-97. Consequently we included 55HH in Category B in May 1996 for the implementation of LPW projects from 1997-98 onwards. The Finance Committee approved the 1998-99 implementation programme on 27 February 1998.

15. The Director of Home Affairs took over the responsibility for the administration and co-ordination of RPIS Minor Works project items from the Director of Territory Development in October 1994.

16. To advance some of the district-based improvement projects, we plan to commence the construction of the proposed works items in December 1998 for completion by December 1999.
