(This item invites Members to -

(a)approve, with effect from 1 October 2014, the following adjustments to the civil service pay scales arising from the 2013 Pay Level Survey on the civil service -

(i)an increase of 3% in the dollar value of pay points 45 to 49 in the Master Pay Scale or equivalent; and

(ii)an increase of 3% in the dollar value of the pay points in the Directorate Pay Scale, Directorate (Legal) Pay Scale, General Disciplined Services (Commander) Pay Scale and points 55 to 59 in the Police Pay Scale; and

(b)approve corresponding adjustments to the provisions for making the same increase to the pay of teaching and non-teaching staff of aided schools who are in the same salary range as Job Level 5.)

(This item invites Members to approve -

(a)with effect from 1 April 2015, the following adjustments to the civil service pay scales arising from 2015-16 Civil Service Pay Adjustment -

(i)an increase of 3.96% in the dollar value of the pay points in the directorate and upper salary band; and

(ii)an increase of 4.62% in the dollar value of the pay points in the middle and lower salary bands;

(b)corresponding adjustments to the provisions for aided schools

(c)corresponding adjustments to the provisions for Independent Commission Against Corruption; and

(d)corresponding adjustments to the provisions for subvented bodies whose funding is price-adjusted on the basis of formulae including a factor of civil service pay adjustment.)

(a)creating a new Head of Expenditure entitled "Government Secretariat: Innovation and Technology Bureau" and a Recurrent Subhead under the General Revenue Account to account for the expenditure of Innovation and Technology Bureau, with the Permanent Secretary for Innovation and Technology as the Controlling Officer;

(b)renaming the Head of Expenditure for the Communications and Technology Branch of the Commerce and Economic Development Bureau, and renaming the Controlling Officer;

(c)providing a funding provision of up to $25,495,000 to the new Head of Expenditure, assuming the new Bureau can be established within 2015-16; and

(d)providing an establishment ceiling of $13,485,000 in terms of total notional annual mid-point salary value to the new Head of Expenditure and making consequential changes to the establishment ceilings of -

Head 47 - Government Secretariat : Office of the Government Chief Information Officer;

Head 55 - Government Secretariat : Commerce and Economic Development Bureau (Communications and Technology Branch) (to be renamed Government Secretariat : Commerce and Economic Development Bureau (Communications and Creative Industries Branch); and
