Hong Kong has a unique constitutional and legal framework for the Chief Executive election in 2017. Issues regarding the composition of the nominating committee, the method for nominating candidates and the voting procedures are of major concern to the public. This research report examines the nomination and voting procedures governing presidential elections in France, Poland, the United States and Singapore. In these four places, presidential candidates can be nominated by elected representatives, political parties, voters, or through the endorsement of a committee. The Presidents are elected by a simple majority in Singapore, and an absolute majority in France, Poland and the United States.

This research studies the operation of the statutory bodies established by the United Kingdom, Australia, New Zealand; and the State of New Jersey of the United States for regulating their respective election activities. The electoral regulatory bodies are examined in terms of (a) statutory status, functions and power; (b) chairmanship and membership; (c) staffing arrangement and funding arrangement; (d) mechanisms for conducting public consultation on electoral affairs; (e) types of activities supervised; and (f) mechanisms for monitoring the performance of the regulatory bodies.
