Out of a total of 2.32 million households in Hong Kong15, 2.29 million television households16 or 6.48 million viewers (aged 4 or above)17 were receiving free-to-air television, representing a penetration rate of about 99%.
The total number of subscribers of licensed pay television services continued to rise. The penetration of the licensed domestic pay television services in terms of the aggregate subscribers was 79.3% of the total households as at end of August 2007, an increase of 12.3% over the previous year.

The year 2006-07 saw a significant increase in the number of total subscribers to the licensed pay television services from 1 530 000 to 1 840 000 (or 20% increase)18. The changes in the total number of subscribers from 2000 to 2007 are shown in Figure 13.
