2.1 Number of Licensees

2.1.1 Television Programme Services

As at August 2008, the total number of domestic free, domestic pay and non-domestic television programme service licensees was 21. 

The number of domestic free television programme service licensees remained at two, viz. Asia Television Limited (ATV) and Television Broadcasts Limited (TVB), whilst the number of domestic pay television programme service licensees remained at three, viz. Hong Kong Cable Television Limited (HKCTV), PCCW Media Limited (PCCW Media) and TVB Pay Vision Limited (TVB Pay Vision).

The number of non-domestic television programme service licensees increased by two to 16. The number of other licensable television programme service licensees providing television programme services in Hong Kong increased by one to 25. Altogether they provided services to 83 hotels.

2.1.2 Sound Broadcasting Services

As at August 2008, the number of sound broadcasting licensees remained at two during the period under review, namely Hong Kong Commercial Broadcasting Company Limited (CRHK) and Metro Broadcast Corporation Limited (Metro).  The Government granted a new sound broadcasting licence to Wave Media Limited (Wave Media) in November 2008 on the recommendation of the Authority, with the condition that Wave Media should commence broadcasting two years from the grant of the licence.

Radio Television Hong Kong (RTHK), a Government department, is the public broadcaster in Hong Kong. In addition to radio broadcasting, RTHK also produced television programmes for broadcast by the domestic free and domestic pay television programme service licensees.
